Without trying to speak for Amir seems maybe you misunderstand
what he said or implied.
In fact what Amir said is that he chose to continue after 28. Rxd7 as
opposed to 28. Bxf7+. It's eval switched to positive as prior to 28.
it had an eval of around -0.6, then after 28. Rxd7 it switches to a small
positive +0.03. This is what caused him to continue.
After the line noted by Amir:
28. Bxf7+ Rxf7 29. Qd5 Qa1+ 30. Kf2 Rf8 31. Bf4. Deep still scores
white as winning and IMHO after 28. Bxf7+ he would accept the draw
but with 28. Rxd7 being played prior to the offer and Junior's eval
changing he declined.
In fact 28. Bc6 is also likely better than the played 28. Rxd7.
28. Bc6 Rxd4 29.Bxa4 Re2 30.Bxa5 Rf4 31.Bb6 h4 32.Bc6 Nd6
33.Rb8+ Kh7 34.Bc7 Re1+ 35.Kh2 Rd4.

Again prior to 31. Bc7 Deep is scoring a small + to black of
around +0.03 then after 31. Bc7 that changes to around +0.20
which is why I assume he said "Junior's eval is now a definite plus."

Deep scores this line as being a small plus for black of +0.15.
