I think that there is a better idea because I am not sure if a bet is legal.

If Hsu wants to sell his Deep blue Chip in the future he can do this match
without a bet in 2001 and I guess that if Deep Blue Chip wins then he can sell
at least 5000 deep blue chips.

If he earns 100$ for every Deep blue chip he can earn enough money to justify
the money that he needs to pay in order to develop the deep blue chip.

The fact that Hsu does not do it cause people to believe that amir is right
about deep blue and that Deep Junior is better than Deeper blue.
