I do not understand the last Rh8h7

The position on the board:
[D]8/R7/2p5/2kpP3/1R5P/P7/2r2r2/K7 b - - 0 1

Deeper blue expected 45...Ra2 and at depth of 21 plies brute force calculated
the main line:

46.Kb1 Rxa3 57.Rxa3 Kxb4 58.Rh3 Re2 59.h5 Rxe5 50.h6 Re8 51.h7 Rh8 52.Kc2 Kc4
53.Rh4+ d4 54.Rh5 Rxh7

I simply do not understand the idea behind the last move

The move 55.Rxh7 is only 19 plies deep with no extensions and if you assume
14+7=21 plies with no extensions you can see that it is wrong.

Tablebases can tell that black is mated after 55.Rxh7 and even without
tablebases material count can tell easily that it is wrong.
