It doesn't.  It reduces the effect of crafty's optimistic time allocation.
Against a commercial engine, it is going to struggle a lot, and during the
process of 'struggling' it will use extra time.  Time that it will make up
with ponder=on, but which it won't make up with ponder=off...

And it uses the time, _assuming_ it will make it up by pondering later, even if
pondering is disabled..
