I think the list is much too narrow, and should include (at least) the winners
from WCCC and WMCCC for each year, and also the author of any program to head
the SSDF list.
Here are some categories I find interesting:
A. Brilliant programmer *and* brilliant chess player {in no particular order}
1. Hans Berliner
2. Chris Whittington
3. Vincient Diepeveen
4. Martin Borriss
5. ??
B. World class programmer *AND* willing to share source code
1. Robert Hyatt
2. Dusan Dobes
3. Thorsten Greiner
4. Rémi Coulom
5. (shortly) Dieter Bürßner
6. ??
I am sure there are many more interesting categories like this that could be
considered. I think your category "best chess programmers" is so broad that it
would take pages and pages just to begin to do it justice.
