Could be. Here is my rating list for "standard" time control games for the top
ten freely available programs:

Program Elo + - Games Score Av.Op. Draws
---------- ---- -- -- ----- ------ ------ ------
Crafty : 2518 16 21 1140 67.0 % 2395 25.6 %
SOS : 2446 25 27 570 60.1 % 2375 21.9 %
LGoliath : 2434 22 19 854 53.7 % 2408 26.2 %
Comet : 2433 17 16 1324 56.3 % 2389 24.0 %
AnMon : 2411 23 19 865 51.9 % 2398 24.0 %
Phalanx : 2397 18 21 1004 48.6 % 2407 20.8 %
Gromit3 : 2389 37 30 346 50.4 % 2386 21.7 %
TCBishop : 2377 21 23 804 47.3 % 2396 21.6 %
Amy : 2362 25 36 488 64.7 % 2257 13.7 %
Gromit2 : 2360 25 27 549 44.1 % 2401 24.4 %

As you can see, within one standard deviation, you cannot tell which is stronger
between LGoliath and SOS, with Comet and AnMon also receiving consideration.
