I disagree.

I think that there is more than 100 elo difference between the best program and
the 20th best program.

The difference between Junior and Crafty is probably smaller but I still believe
that Junior is between 50 and 100 elo better than Crafty(see the ssdf rating
that suggest 65 elo difference).
