I think this has much to do with the way Chessmaster 6000 controlled its levels.

I looked at the personality settings, and the level that was around 1500-1600
would have randomness turned way up (which means it might play good until
it does something really stupid) and then the next level up had randomness
completely turned off.

There are quite a few factors that they adjust and each level may have
completely different settings from the level next to it.  This might be good for
creating different personalities, but I don't think it is a good way to
"fine tune" the levels.

In fact when I played with Chessmaster 4000 and 6000 I created my own levels
where I kept most of the settings the same for all levels, but I adjusted
just the "strength of play" setting.  To me this gave the program a better feel.
