I am not sure if you are misinterpreting.  We can be quite sure that some
program (just one) is above 2495 and some program (just one; maybe or maybe not
the same one) is below 2603.  This is perfectly consistent with one program
being at 2498 (below 2500) and all the others being below 2495.  The result does
not mean that all the programs are between 2496 and 2602.

I think Shaktifire would like us to be quite sure that there is at least one
program above 2500.  The argument presented does not show that.
