Your statment implies that ratings are transitive.  They are not, in the case
of computers at least.  I have seen many cases where three programs had ratings,
with A > B > C.  And yet C would beat B, B would beat A and A would beat C.

the rating is a statistical predictor, not a statement of fact about game
outcomes...
