Yes
it is normal.

I am not sure if 0 means less than 0.5 seconds or less than 1 second.

If you have 20 seconds for all the game it is normal to use 0.4 seconds per
move.
You can lose on time after 50 moves in this case.

Fritzs needs a minimal time for every move to clear the hash tables.
Hiarcs knows to play faster because it does not need time to retain the hash
tables.
