You are right.

Apparently it is forgotten to include the 'enable/disable' book
learning setting in the REBEL.CFG configuration file. It was on our
list because such a setting should be saved, definitely. Now to bypass
the book learner disable book learning from the OPTION menu and Rebel9
will not use the learned stuff. To clear the learned stuff select
'clear book learning' from the BOOKS menu. We plan to release a patch
version in January next year free downloadable from the Rebel Home Page
which also will fix a few other minor glitches we received as well.
