No this is by chessbase.
From the readme file:

Version 27.07.2000

Incomplete moves, for example Nd2 instead of Nbd2 or b1d2,
in the mainline could result in playing random moves or an
a1a1 error message. This version tries to deal with such
mainlines.

Mathias Feist, one of the Chess-Base programmers, sent me a new WinBoard Adapter
for Chess-Base GUIs.
I asked Mathias (download on my webpage) and he gave me his permission !

The Chessbaslers / Winboarders
can find a new adapter (27.07.2000) in my Download Page 17 !
