I know this, and it is for sure optimal for a match between awinboard engine and
another auto232 enabled.

The point was to avoid to connect two auto232 enebled software directly to each
other. Some calimed that some auto232 interfaces could "cheat" sending strange
messages or repeated messages. In this way there would be no possibility to
cheat since the interface is the ics server.
