In practical play the white evaluation sinks below the draw-value of about -13.7 . Black won't play Rc6, because it looks bad. In deeper searches this move can be played because white should not capture the rook. This doesn't change the fact, that the value of the blocked-pawn-position is about -13.7 . OJe
