It is possible that the best program in comp-comp games is not the program with
the best chance to win because of special opening book.

The opening book can include lines that are not good only because of the fact
that the oponnent does not know how to play against them.

If we want to get better information about the level of programs we need
to have rules that forbid changing the programs during the event so it will be
impossible to change the opening book(except changes by automatic learning).
