Ask yourself this question...how does white mate.  To mate he needs to first get
the pawn, to get the pawn he needs to get his rook off the backrank, which
mates...if he checks, the king steps back one, but then the rook cant attack the
pawn with out allowing the king to go back.  Thus the only way for white really
to play is shuffle the pieces around.  Conclusion is draw under FIDE Article 10.
 (You can claim a draw if your opponent is not trying to win by normal means.)
