  Hello,
you can find programs to make pairings, but it is more difficult
to find a program which follows exactly all the (complicated) rules
of swiss pairings. In France, there is only one : the program
provided by the French Chess Federation (FFE)   (I don't know
for other countries). For the exam of arbiter, you have to do a pairing at home.
Some candidates used another program, thinking computers can't
make mistakes :-) But the program they used was not perfect and those candidates
had very low marks at their exam!

  As there are only 14 participants and 9 rounds, the pairings of the
last rounds will be very difficult to make. So problems only begin!
