You can try  "swiss pairing program" on altavista (for instance)
and you will find some programs (I did not find one to apply FIDE rules
very well...)

swissperfect can be found here :  http://www.swissperfect.com/
It is not a freeware, but you can have a trial version (30 days).

If you have a "normal" tournament (for instance 50 players, 7 rounds),
I think it will make a good job (better than the freewares I have tried).
 But if you have a "monster" tournament
like London WMCC  (with few players and many rounds) , you will
have difficulties to find a good tool (the program of the French Chess
Federation is not public).
