Hello, I have to explain that point!
In fact if you are an official arbiter of the French Chess
Federation (FFE) , or if you want to organize an official FFE tournament,
you can get a free copy of this program. But this program contains
the whole database of french players with their national rating
(+ a FIDE database) and when you enter a player, the program checks if the
player has payed his licence (of course, you can enter a new member).
So the use of is program is "internal" (or national),
and that's why you cannot find it on Internet (but updates of
the database can be found; it's a DBASE format).
