The k factor used in an ELO-based system determines the amount and 'speed' of fluctuation of a player's rating--from tournament to tournament or over time. The lower the k factor (as with higher rated players in the USCF), the less a player's rating will fluctuate from tournament to tournament, and the slower the player's rating will rise and fall due to general performance improvement or decline of the player, over time (all else being equal). --Steve
