A couple of points.

When this happens they sometimes decide not to pair the two programs, or to pair
them in the first round, in order to avoid the *hint* of impropriety.

The tournament director would not allow anyone to resign in a position that
isn't lost, these days.

This bogus resignation ploy was tried successfully in a game between two
Fidelity machines some years ago, and it was allowed then.
