There is a rating list floating around that estimates the ratings of various
programs against humans. That could be used as an initial guide. There are
differences between versions of each program, of course, but the difference
between, say, 4.1 and 4.2 of a particular program is much less than the
difference between two random programs. As long as you keep in mind that there
are limitations on your assumptions that impair the precision of the resulting
estimate, you could derive ratings for the programs.
