i believe that the % of loss will be much higher vs same program .less diff vs
other programs .for for these reasons

lets assume 1 ply speed up
no oppening book

lets say the fast computer is black ,slow computer is white now im show a small
exp.

1.e2-e4 ply 9 c7-c5 ply 10
2.g1-f3 ply 9 d7-d6 ply 10

since they are the same program they are very likely to guess the others move so
at fast chess or anything 30 sec a move or less .the fast computer would get a
bigger win% at long time controls it would be much closer maybe the 58% but at
fast time controls 75% - 85%

the reason i say that since they predict each others moves it favors the faster
machine .because the faster machine will predict the slower machines moves more
often and use much more of the slower machines time ,plus when it does not
predict the move the slower machine will have chosen a inferior move .but this
is mostly at fast time controls , must be same program .
