The winner of any n-crown division moves up to the higher division (except for 4-crowns, which has nowhere to go). The loser of any n-crown division moves down to the next lower division (except the 1-crown loser which has nowhere to go). I plan to incorporate the excellent work of Mogens Larsen and others when I recalibrate for the next pass, however. His data is too excellent to ignore.
