I think the idea is to only do IID if you don't have a hash move.
Also, you might not want to do it if there is a move that looks very good based
on some static criteria (eg. SEE).

But basically the idea is to improve move ordering by doing a shallow search.

I personally don't use it, but will get around to trying it one day probably.
