In your line 25.Nxe6 Qxe6 26.Qf4 looks winning, but there is 25...fxe6. On 23.Bh3, which may be the best chance, there is the wild line 23...b4 24.Bxe6 (24.a4 b3) bxa3+ 25.Ka1 Bd6 26.Nc3 fxe6 27.e5 Qxe5 28.Rge1 Qg3 29.Qc6+ Kf8 30.Qxd6+ Qxd6 31.Rxd6 Kf7, but can white win this with so few pawns? Another idea for white is 22.Qe2 b4 23.Nd5 Qe5 which looks O.K. for Black, or even 23...bxa3+ 24.Qb5+ Rxb5+ 25.Bxb5+ Kd8 26.Nxc7+ Kxc7 with compensation for the exchange based on threats of Bd6-e5, a2+, Rb8+, and Bd6xh2. Certainly, yes, it's better to have white than black after 21.Nxe6, and maybe even after 19.b4, even if there are chances for black to hold. This whole line, in the move order I would face, 16.Rg1 h5 17.a3 is a bit annoying, and I'd have to consider 17...Rb8, which threatens ...b4 immediately, and does have the benefit of leaving d7 open for the knight if white plays b4 at some point.
