Better is difficult to answer .

For the weaker levels like 500-1800 I think Chessmaster is best by far .

The Chessbase programs ( like Fritz ) seem to play quite as strong as usual but
then they suddenly commit suicide in the weakened levels . This doesn't feel
very human-like .

The Rebel club player levels are most human-like I think . They really simulate
a good club player (1800 - 2000 ) very well . But they can't do the other thing
you asked for : going down all the way to ELO 1000 or even lower.


The rest is more or less a matter of taste : I personally like the little
personality histories in Chessmaster and the pictures of the opponents and there
are plenty of them at various rating levels , so you can sit there and do some
blitz games just for fun all the afternoon :-)
