That was the original idea when the first "grandmasters" were recognized at St.
Petersburg 1914, and for many years thereafter being a grandmaster indeed meant
that you were among the top players in the world.  But the title has been
greatly watered down in recent years.  There may soon be 1000 grandmasters in
Myanmar (Burma) alone.  :)
