The meaning of 9:3(7 draws is clear to me.

It means that there were 19 games and the result was (+9,=7,-3)
It means 12.5:6.5 if you calculate the score of the match.

 This makes no sense at all. And also 9:3 isn't

9:3 result that is +6,=6 is significant and you can be sure with more than 95%
certainty that  a result like this is not going to happen when you play the same
program against itself.

9:3 result that is +9 -3 is less convincing and in more than 5% of the matches
between the same program and itself you will get at least +9 for the winning
side if you continue to play until 12 games are won by both sides.
