I would think AltiVec (G4 processors) would be ideal for bit manipulations except for one small problem. The integer data sizes used are: 4bits, 8 bits, 16bits, 32 bits, and 128 bits. There is not a 64 bit data size and I don't know if the cost of extending 64 bit data strucutres to 128 bit ones would be offset by the instructions. Maybe. When I get a G4, I'll let you know.
