The maximum number of legal moves in a position I have across is 215,
which is the number of white moves in the following position:

4Q1qk/1Q4RN/3Q3N/Q4Q1B/2Q4B/4Q3/1Q4R1/3Q3K w - -

In Arthur I use an upper bound 255, which seems quite safe to me.
