This is a tournament organised by ICC, for ICC, on ICC, end of story. Also, it is a tournament where private engines are encouraged to play (with private books and all) and these engines aren't available to run on some common machine as the authors don't want to give them away. This tournament really is a social occasion (in a virtual kind of way).
