I think that you cannot be a GM without being an FM first because you need only 2300 rating to become an FM so you become an FM before you get the 3th GM norm. I am not sure about it because I suspect that you need to save the 2300 for 24 games but it is clear that if you have a very high elo you cannot lose enough rating so you practically can know that you have the FM before you got the GM title.
