Getting FM requires more as just 2300. it requires to pay the
fee for it too.

Apart from that suppose you don't have fide rating at all, but you win
the world championships youth till 20, then you are GM without
a FIDE rating even. The title delivers GM title for free.
Till 14 delivers FM
till 16 i guess IM. till 20 it gives GM for nothing (winning it is
not nothing though :)).
