There are several cross-platform GUI toolkits that will support MS Windows, X
Windows, and in some cases others as well.

Tk is the most obvious example. It's portable, (mostly) free, and quite easy to
program. But there are many others also, that each have their own advantages,
and their own band of fanatical supporters.
