I am not sure about it.
The analysis may be wrong but it does not prove that white cannot win.

[D]K1k5/8/1p6/8/P2b4/8/8/2R5 b - -

In this position that you posted white can win by 1...Bc5 2.a5 Kc7 3.Ka7 with
the idea 4.axb6 and not 4.a6.

If white can force this position then white wins.
