Great idea. I plan to do the same thing with Pepito. There are good sources of
great programs in English so I will comment it in Spanish...

I think so. Read the GPL for details (http://www.fsf.org/copyleft/gpl.html).

I think anybody facing the task of writing chess programs for the first time
would be interested in getting as much (understandable) code as possible. So
commenting it might be important. Strong programs usually are too hard to
understand for beginners (at least for me).
