The use of ChessPartner books for winboard engines is not supported in the
version you have downloaded.
This function is implemented in ChessPartner 5.0, which will become available
shortly after the release of the Rebel Tiger package.
The Rebel Tiger package comes with a large book. (and four extremely strong
engines).
The ChessPartner download comes with a small book to reduce download size.
