Here are a few alternative plans for white. Done quickly, so I'm sure they include many errors, but there may be some merit in white not immediately capturing the b4 pawn with the Queen. Anand may have seen some deep liquidation plan for white that put him in a lost endgame. I know he has done this to opponents many times, long exchange sequences that lead to a won endgame.
