I have been having this error (actually I don't remember the exact message)
yesterday, all day long.
I'm not in Europe.
Well actually my island is part of political Europe, but geographically I'm in
south America (I'm in Guadeloupe).
I think my ISP is using an optical fiber that goes from north to south america,
thru the caribbean sea.
