For publishing a native ChessBase Engine, ChessBase must have the Chess Engine Source Code with the Author's permission. Then, they adapt the source code for establising the correct communications between the Fritz's Gui and the Native Engine. I am in the know about it because it was the way used by Adrien R and his native Fail engine.
