In theory the Pocket PC computers are using faster processors, so they would
allow to achieve the best playing strength.
In practice, due to lack of serious chess programs on this platform, the Palm is
the best choice.
ChessGenius on an overclocked PalmVx is probably better than any chess program
available on the WinCE (PocketPC) platform. Note that you can overclock any Palm
easily to 2.5x the original speed, without opening it or changing anything in
the hardware, and without any risk. Just download a free overclocking program.
There is also something else to check: how long can you play with your handheld
before the battery is exhausted? Chess is a very battery consuming activity. I
know for sure that you have a very long autonomy with a Palm (several days even
if you run computing intensive tasks with the backlight on). You should first
check how long you can play on a PocketPC computer. Some told me you the battery
is exhausted after two hours when you play video games or chess on WinCE
(PocketPC) computers.
