I have not experienced a problem of this kind for a long time in games using winboard locally. When playing on servers, Comet seems to loose about half a second per move. I have no idea why; it seems that other engines do not have a problem of this kind. It's certainly not the book access. A workaround is to enforce inc > 0 thru the formula.
