Depends on your definition of "tuning" then.  IE when you tune your car,
do you just adjust what is there, or do you replace spark plugs, change
the air filter, fuel filter.  And perhaps add a cold-air induction system
along with a better fuel pump?

I "tune" my eval if the changes are less than 10% of the total code.  I
"rewrite" my eval if the changes are > 25% of the total code.  But if all
the work is _on_ the eval...

then it is _only_ eval changes...

Some say "tune" and some say "tweak" and some say "modify".  I don't really
see much difference in any of these terms, in the present context.  We are
talking about a so-called "new paradigm".  I believe we are _really_ talking
about some evaluation modifications (tuning/tweaking/additions/subtractions/etc)
rather than a total "new paradigm" rewrite of the entire engine.  correct?
