Storm is a program by Sean Empey and has nothing to do with Gambit Tiger. AFAIK,
it competed in CCT-1 as well. Furthermore, your chain of reasoning is rather
dubious given the data available. It's much easier to evaluate the strength of
released programs than those which isn't IMHO.
