Most of the chess programs written today only "learn" by improving their opening
books.
There were many different programs that were set to learn, piece values, but
most of them came up with the same approximate values that had been assigned by
old time chess players. Some of them used to weigh piece-square values, but most
of those are fairly well established too.
The only problem is that most of the above programs were used to develope the
playing strength before the final release of the main program, which in most
cases did not continue to learn after the final values were decided upon.
The above ideas are only based upon what I have been able to acertain after
years of reading and studying computer chess programs and I may not be totally
correct.
