By shuffle chess. At least some programs, i.e. Rebel, can handle openings very well even without a book. The seem to know the principles like developement etc. at master level. So, the disadvantage for a program if it has to play without a book, may be smaller than expected. No chess program can completely rely on the book anyway, because the opponent can always play 1.e3 or something like that.
