Go up one level in this thread

Right mouse click the start button and look for a file called rebel.exe
Once you find it, note the directory path and then go into Explorer
and make the Explorer screen a little smaller by clicking on the middle
window at the top right corner. Then click once on the Rebel file with
the left mouse and then right mouse click and hold down the right mouse
and drag the file to the desktop. When it asks you If shortcut?, click
on that option. After that close the Explorer window and always click on
the new icon for Rebel Decade that you just dragged to the desktop.
