There are several points in the Constitution that cover this.  If the Florida
electors are unable to show up at the December counting...  then Congress can
settle the election.  However, Florida also has some options in their legal
system.  The legislature can appoint 25 electors and tell them how to vote in
the electoral college.  The legislature can order a new election, but this is
essentially a non-starter for many reasons.

But in any case, there are options, and a new president will be sworn in on
Jan 20, unless something very odd happens...

How would that help?  The total popular vote is almost a dead heat too.  It
would have _exactly_ the same problem.
